Authors reported outcomes, especially from Minnesota (i.e. reduction of low birth weight), however, none of the outcomes of interest were explicitly linked to the act of certification. Rather, certain CHWs (especially in OH) were becoming certified while simultaneously undergoing special training to address maternal child health issues. Thus, confounders obscure any specific effects of certification.
